Luiz Alberto de Vianna Moniz Bandeira (Salvador, 30 de dezembro de 1935 – Heidelberg, 10 de novembro de 2017) foi um professor universitário, cientista político e historiador brasileiro, especialista em política exterior do Brasil e suas relações internacionais, principalmente com a Argentina e os Estados Unidos, sendo autor de várias obras, publicadas no Brasil e na Argentina, bem como em outros países. Encontrava-se radicado na cidade alemã de Heidelberg, onde era cônsul honorário do Brasil.
