Cornwell nasceu em Londres e foi criado em Essex, por pais adotivos. Trabalhou por dez anos na BBC antes de se tornar escritor. Em 1979, mudou-se para os Estados Unidos, onde vive até hoje. Não perdeu, porém, o fino humor britânico e o interesse por conflitos mundiais famosos, que se reflete em sua enorme coleção de mapas antigos.
